If the county statement to use email is a statute, then it is. If it's a code, then it's a code violation. If it's administrative rule, then it's a rule violation. I refer to all of those non-law decrees as "corporate regs", since all of the governing bodies in the US have incorporated, and make rules that are not law. It's the same as the rules you find in an employee handbook.
