That would be censorship because that's a central government enforcing a law. Many in Saudi may not have access to a VPN or the means to go to Qatar but even if they can, its still against the law so that's more of a legal matter. That censorship wouldn't be very effective though.
A private company, however, who has access to billions of people's content because it resides on their server, has a far greater power. They can, with a click of a button, remove your account.
Primal is one of many nostr clients. The protocal is open source. If you use Nostr, on a regular basis, you most definetly have other clients on your phone. I can see this post on primal now, and I'm not even using it. I personally dont even like primal with all the bots following me after every post, but they don't have the ability to censor because the whole point of Nostr was for one client to not have that power. If they could censor, then nostr is a failure.
