The thing is that small twimg links can be embedded in any web page causing the browser to go fetch it and thereby announce the page I'm on. It's the same principle as Bitcoin dust attacks and Apple Bluetooth trackers. Tor is the solution because not just the IP but the whole browser fingerprint is ephemeral.
