My theory is that the Ukrainian military is jamming the signals when there's an imminent attack, which is confirmed when checking my wife's iPhone at the same time. However, there are times when there isn't an attack and my wife's iPhone can get the precise GPS location but my GrapheneOS can't. I've tried changing different servers and sources on various location settings menus, as well as restarting my phone, without luck. Any ideas?

imo using country flags to represent language is a bad practice and should never be done. Some countries speak multiple languages. Multiple countries speak the same language, some of which despise one another. I recommend looking at how device system language selectors look like. The locale name is typically written in that language, and optionally also shown in your current language.
