Build a seedsigner. Also they're cheap so build a few. Also check out foundation passport core. Other than the seedsigner hard to trust pretty much anything. Also there's no secure element but I am pretty sure trezor model T is all open source.

I would still roll dice and convert to binary then to bip39 words yourself. No matter what you have to use some kind of offline computer to calculate the checksum to get the final 12th or 24th word.
