You're confusing fear with stupidity
"I'm afraid of negative outcomes for my actions" isn't "stupidity", it's entirely rational. Should you live in fear as a main driver for your life? Absolutely not of course.
This reminds me of Green Lantern, where the "yellow lantern" (Sinestro) corps is powered by Fear. They start off as antagonists, but as the saga progresses there's a bit of a reappraisal of them as being a valid and needed part of the "emotional spectrum"....
