That helps. I don't know if I fully agree that the decalogue is identical with the law of the conscience, and what even fallen man "cannot not know." I think the noetic effects of sin have marred and hampered our ability to rely on our conscience effectively. Otherwise, it would not make much sense for Paul to say, "I would not have known what it is to covet if the law had not said, 'You shall not covet'" (Rom 7:7). There must be, at minimum, some clarifying or correcting effect of the revealed moral law to the "natural law" men know by way of their conscience hindered by their fallen estate.
