I don't understand what you mean here.
I think I'm worried about the wrong thing. You are talking about personal, optimized relays and I'm worried about all using the same big filtering relay. Maybe we need great small filtering relays precisely to make it easy to not rely on that big, corporate managed relay.
What I meant was that big relays filtering spam are more likely to filter legitimate users than relays that don't filter except for what the user explicitly asks to filter for. So if you ask one big aggregator relay for all mentions of your pubkey, relying on them to filter out spam, you are succeptible to censorship. If you ask many relays for follows of follows of follows mentioning you, censorship is harder.
If you break that last part out of the client and make it into a relay on its own, then we are on the same page. That relay you trust may filter based on this WoT for example.
