I think about 4% of hashrate is available for rent via nicehash and braiins

If all of Ocean's mining pools signal, and if they manage to rent enough hashrate to push themselves over 5%, I wonder if that could change the dynamics of the situation

Could the remaining 95% of miners prefer to signal begrudgingly and lose a small amount of fee revenue rather than kick 5% of other miners off the network?
