Nostr is very much stoppable comms. You make rules for what you don't want to see. No one is obligated to receive or send your notes. There is no global state. There is no verifiable history. There are no bounds.

Nostr in no way offers the same guarantees on sending and storing data that Bitcoin does. Putting that data in OP_RETURN is an explicit declaration that the content is not relevant to any validation rules.
