A cs teacher once said in one of our lectures that "Developers are lazy and eager". And I agree completely. We (yes, I am dev) are too lazy to double check stuff and to take care of all the corner cases, and we are super eager to get stuff working. So the "Runs." commit message is exactly a symptom of this.
The only dev process that I have ever seen that overcomes this is test driven development. Where you write the tests before you write the code. And you are not supposed to write any code unless you have a failing testcase. Gives greeaat code quality. But is hard and slow work.
