When the Greek debt crisis happened, there was a town near here where all available homes and apartments were bought up within months. It's years late...
I don't think many people have made the connection, but there are so many Airbnbs, and they are so weirdly inexpensive, because property taxes are low. That means lots of people own property they have no use for.
If they can manage to rent the apartment out for a few weeks per year, in the summer or whatever, that covers their tax burden and running costs without them needing to deal with a full rental apartment. Then they also never sell.
That is why we paid very little for our Athens apartment, downtown. The area was quite nice, but the buildings had few lights on at night, and the shops were surprisingly devoid of customers. Nobody was home. It's mostly empty apartments and some Airbnb (same difference, really, outside of peak travel season).
