What? I've never heard someone make this claim, it's just historically false. Whether you believe in his authority or not, even in the early church they considered the pontiff the head of the church.
By 1870 you're likely referring to the dogma of papal infallibility, but this is a rare authority that's only been used twice since. The Holy See had been in place since Peter, it was not created in 1870.
