Yes. This also goes with most services as well. For example, my rate limits are targed for end-users. I can't really know the difference between a central server proxying requests on behalf of a bunch of users or a single end-user.

In this case, hosters will either need a contract for a bigger pipe from relays, or they will need to keep relays synced on-prem.
