this is absolutely hilarious. if they legalise it, then everyone else can too. the hilarious reality is that especially china is already highly specialised in asymmetric warfare techniques, already has most of the battallions that already are trained in doing exactly this, surveillance, infiltration, special operations. they are literally daring the dragon to literally pirate their battleships and then patch them up after the necessary sabotage and parade them around the south china sea with much fanfare.
