Please look at this MVP I made that combined FIPS + Tollgate. It allows cashu payments to access fips services. But if reversed it allows clear net access from fips mesh.

This means that it could be a control plane that allows people to grant payments to their home servers and the user could exit via nostr vpn over fips.
