so I guess ECC can just ask everybody nicely to stop mining Orchard and blocks just stop? maybe I don't understand how ZCash works, but isn't there l...

I'm pretty sure there is more to it but from my understanding of how Zcash works in this situation if a miner tries to process an Orchard transaction anyway, the rest of the network instantly rejects their block. Because of their consensus tech. Also I'm pretty sure it was a hardfork.
