That's the same with zap polls you can jnfluemce the result if you're rich. It's not a panacea it's just another option we can use.

Well, it's not the same.

When you pay to spam, the other knows how much you paid but with POW, the assumption is that if you would wait 1min to get your message some extra POW attached, the spammer would, too. At scale, POW is just ridiculously and many orders of magnitude cheaper than a normal user would assume.

Also if POW would become relevant to get your notes heard, people would use third-party services to tap into the more efficient production of POW. It's all cargo cult from people thinking too much about how Bitcoin works.
