By default, if you and me haven't at least one common relay, - we can't see each other. Statistically speaking, there are only a few popular nostr apps, and every of them have own relay. So, you can connect to these few relays and you'll be 99% chance to connect with everyone. here they are: primal, amethyst, damus, ditto; mostr and momostr (for fediverse). It's enough. Also, nostr.mom for non-lewd(censored) content, and nostr.lol for search. Relays don't exchange their data.
Nowadays, there is popular extension of nostr protocol, called NIP-65; it makes public-info your selected relays. So, if you already noticed someone by one common relay, and this relay went offline, - you'll still see this someone by other relays.
