I’ve oddly only ever found them on my lavender!

Apparently they like that too! Strange if you have both and they went for the other but perhaps your rosemary is far healthy and higher in brix than your lavender so it went for that instead. This rosemary I only bought a year or two ago so perhaps it's not at full resistance yet.
