An "arbiter" is a role in the protocol (anyone can perform this role) that is designed to hold the funds (as a simple "escrow") and act as a judge of some sort to determine if the money should go to the fundraisers or be refunded to the funders. The idea is that if the arbiter is someone trustworthy, it acts as a buffer - I'll be more willing to let Jack hold my 100,000 sats while the developer is working on the task than just give 100,000 sats to npubxyzNeverHeardOfHim and hope he doesn't run off with the bitcoin.

A "curator" is just a person who makes a list that informs the cilent UI of which projects to show. It's a way to deal with the fact that this is an open protocol and anyone can author events that would show up in this UI. It's one level of curation and filtering to scope down "universe" into "just this person's purview".
It's the first step to fully PoV-based WoT patchwork worlds.
