Yes fractional reserve would have an effect on your purchasing power. It decimates it by a factor of x10.

Assuming that a good portion of Bitcoin already is fractional IOUs the current 60k should roughly represent 250k in fully backed Bitcoin without fractionally reserved third parties custodians.
