nah, reconsidering the locktime prioritization, this is a gameable element that could be used to jump the queue. as it is, spamchain lightning channel closes likely will use bigger fees anyway to get cleared sooner, and that will remain the same except that bulky segwit witnesses with spamchain discount policy applied will be lower value to a limenka miner and thus stay at the back of the queue. lightning channel opens and closes will naturally settle faster because they tend to track higher fee rates and are small transactions so sat/weight ratio is favorable for priority.
