Satoshi's solution to blockchain spam was to charge a fee. Monetary use will price out spam. That's consensus.

Policy was always concerned with spam, too, but with network spam, not with blockchain spam. Protect your node from bandwidth saturation.

Policy was used to control blockchain spam but a spam filter installed on only 90% of the routes to the miner cannot work. Libre Relay broke this hacky use of policy.

Even though it's highly unlikely bip110 will activate in 2 months or so, the worst spammers already switched to comply with its rules weeks or months ago.

Op_return is the single best place to put non financial data as you can prune it. To give spammers an incentive to dress up their spam as payments is foolish. To selectively cripple financial scripts to further fight the spammers hurts legit innovation while not making a dent in spam volume.
