Can't say I fully understand yet, hence my stupid question:

The mitigation is fee-policy homogenization

I take it that homogenization means that everybody should use the same policy. i.e. the default policy should actually be hardcoded as the only policy?

Does that mean that we should be aggressive refuse to join with people that don't use the default?
