"The only reason anybody can tie an identity to a Bitcoin address is because of the fiat on-ramps and off-ramps using Bitcoin." This is absolute wrong. It doesn't have anything to do with fiat. When you buy something in a shop with BTCcand the shop needs your data for whatever reason, maybe shipping some good, you tie an BTC address to an real address. No fiat is involved in that case. If you get change the shop owner can track you.
