I do not agree with that. Ruling by fear and violence is what we human are constantly doing, with this tale that this or that violence will be the last. But it will not. It always creates just another cycle of grief, pain and violence. Offenders have children, families, active roles in communities. Furthermore, fear has very often (if not always) been proven ineffective in the long run.
But I would not expect spontaneous change in the goodness of aggressors' heart. And I really like the idea of a clear removal of violent people, as stated in your other post about matriarchy. I absolutely agree we need this.
I would rather suggest a real investment of the whole society on this cancer, at least giving a choice: surveiled real therapy or capital punishment. Just as we should investigate more (or just stop blinding ourselves) on the roots and causes of cancer. Learn, do prevention, and treat.
