I’ve asked some colleagues in my space if this is true. From what I’ve gathered, Telegram typically only gives username and IP address. No actual content. This was as of maybe a month ago. That’s their only compliance as far as I’ve heard. That’s via subpoena which doesn’t hold any weight outside the US.
