If digital surveillance is the norm, adopting a non-private digital ledger to transact ensures lack of privacy for as long as that money is used.
Computers make surveilling the entire society trivial. It doesn't matter if the set of users is 1000 people or 100 million. In some ways it gets WORSE with mass adoption.
