Probably a different model here. Somewhat in the opposite vein. Nothing is valid except for in the presence of delegation events. Id prepare for the publishing of revocation to be unreliable. Revocation in my proposal would indicate a previously valid chain which is no longer, to preserve history. In the absence of revocation the chain orphaned. Completely opt-in behavior.
