Young, techie, vaguely right-of-center men need to be scared enough that their Freedom is about to be taken away (when it isn't actually) to create freedom-preserving tools (that are actually sorely needed by other people). Like a lot of stuff with Dune, it's ambiguous whether this is Frank Herbert saying "yes this is the way to live", or "this is a cautionary tale."
The Litany Against Fear is one of many Bene Gesserit practice designed to subsume and quell emotions. Keep in mind, the Bene Gesserits, like the Jedis, are supposed to be emotionless warriors. No fear, but no love, no family ties, etc. Their role, like Paul Atreides' in the saga of Dune is not necessarily to be "the good guys."
I keep going back to it, but the Green Lantern Corps is a similar thing -- the Green lantern power rings, dispatched from the "center of the universe" of Oa, seek out beings who can resist great fear and recruit them into the Gaurdians of the Universe.
However, because they reject all other emotions -- fear, anger, greed, but also compassion and love -- they basically turn into something that aspires not just to be a "police force", but the One Galactic Government.
Have we seen something similar happen to global society? That the Manosphere personal growth mantra of "self-mastery" becomes easily corrupted into "other mastery"?

The thing that's keeping you from walking up to a cop and punching them in the face, or dancing on the edge of a cliff -- that thing is "fear." Sure it needs to be tempered with rationality, but as human beings we've evolved certain fear responses in sitiuations that are important for our survival.
And like anger, greed, and all the other "negative" emotions -- it's good in *small* doses, but must be carefully managed to ensure that it doesn't dominate your life.

This reminds me of Green Lantern, where the "yellow lantern" (Sinestro) corps is powered by Fear. They start off as antagonists, but as the saga progresses there's a bit of a reappraisal of them as being a valid and needed part of the "emotional spectrum"....

Large-scale social change, when you're fighting network effects, is a hard thing... But it can work.
I see the same thing with the shift from suburban living to urbanism over the past ~20 years or so. Back in the 90's, urban downtowns were places you (maybe) visited in the Daylight hours to work, then quickly fled back to the suburbs at 5 pm. It's taken generational change, and there are still ongoing fights with NIMBYism, but millennials and younger generations have started to see the benefits of dense urban living.
Likewise, we're at a point in history where the internet has basically been "colonized" by The Platforms. Hopefully we don't need a "generational" timescale to change things, but it's going to be a gradual process....
