The thing is that albeit there is no central server to seize, they will go after each and every server where the note is hosted. As long as they can identify the note, it will be easy to chase wherever it was publicly hosted. One thing you might consider is sharing images with text inside them (stenography) that can be rehashed to other (meme) images and this way make really hard to chase/discover where those texts are hosted.

Anways, that is just to get an official radio callsign and additional frequencies. You can use radio in CB (Citizen Band) around 27Mhz and so on without any license, this is valid throughout most of the world and used heavily by truck drivers.
